HISTORICAL BACKGROUND

The Nation’s Cleanest City Award traces its origins to America’s post-war civic-beautification movement. Beginning in 1948, the Ernest T. Trigg Trophy was presented annually by the National Paint, Varnish & Lacquer Association to the city judged the nation’s cleanest and most beautiful.
Today, more than half a century later, the program has been reborn under the leadership of the National Clean-Up, Paint-Up, Fix-Up Foundation, once again challenging American cities to unite around environmental excellence, sustainability, and civic pride.

The Nation’s Cleanest City™ Award is not a new competition—it is a revival of one of America’s most storied civic honors. First presented in 1948 under the Ernest T. Trigg “Clean-Up, Paint-Up, Fix-Up” campaign, this award recognized entire communities for leadership in civic pride, beautification, and public service.

During its original era, the trophy was presented in Washington, D.C., received by mayors and city commissioners, and celebrated nationwide as the pinnacle of municipal excellence. U.S. Presidents, First Ladies, and major civic organizations praised the winning cities as models of American citizenship and community spirit.

Today, the award’s revival restores that heritage—making Nation’s Cleanest City™ once again the highest distinction a community can earn for its commitment to cleanliness, sustainability, and civic pride.
